And the real hard setting is 6 monthes later...not Apoclypse. For a first time player, Survivor (or perhaps even Builder) is probably better.
By default there's unique survivors that always spawn in certain locations. I turn that off tho cuz I don't like it. Otherwise the best way I found is just driving around looking for some people wildly fleeing zombies or having a shootout like madmen. Honestly, for a mod it’s quite good - it’s no replacement for actual NPCs when they’re added but it’s decent enough to play about with. Fair warning - It’s clunky and sometimes very buggy, although my experience has been much better than others. I find keeping spawns to a minimum helps.
